In libzypp-5.13.0 zypp::sat::WhatProvides::empty retruns the inverse result.
That's the reason why e.g
zypper in -C 'capability'
fails.
Just WhatProvides::empty is affected, size and iterator behave as expected.
libzypp-5.13.0 is on beta2, so remember this in case of strange error reports.
Fixed in 5.13.1
